Publisher’s activities

1. ACIA: not license foreign investors in the following industries and sub-sectors of publishing (ISIC 221): (i) Publishing of books, music books and other publications (ISIC 2211); (ii) Publishing newspapers, magazines, periodicals (ISIC 2212); (iii) Publishing of video tapes (ISIC 2213); (iv) Other types of publication (ISIC 2219).

2. CPTPP:

– Appendix NCM II-VN-23, for sub-sector of printing (CPC 88442): Viet Nam reserves the right to adopt and maintain any related measure.

– Appendix NCM II-VN-19, for the sub-sector of publication agency and information aggregation, publishing, radio and television, in any form:

Vietnam reserves the right to adopt or maintain any measure related to the sub-sectors listed above, including the management of activities in the above sub-sectors, in accordance with the laws and regulations of Vietnam. For greater certainty, the failure to reserve the obligations of the Cross-Border Services Chapter does not mean that Viet Nam is not entitled to ensure that cross-border supply of the above subsectors is consistent with laws and regulations. of Vietnam, including registration and licensing requirements.

4. Law of Vietnam

Pursuant to Decree No. 94/2017/ND-CP, the Government has a monopoly in publishing activities (excluding printing and distribution activities).

– Business license for a foreign-invested economic organization to carry out activities at Points a, b and c, Clause 1, Article 5 of Decree No. 09/2018/ND-CP must satisfy the conditions specified in Clause 1 of this Article. in Article 9 of Decree No. 09/2018/ND-CP.

– The performance of goods purchase and sale activities and activities directly related to the purchase and sale of goods are specified in Article 7 of Decree No. 09/2018/ND-CP.
